On March 26, Minister Han Changfu presided over the first executive meeting of Ministry of Agriculture and Rural Affairs to make arrangements for implementing priorities outlined in this year’s government work report. The meeting stressed that the spirits of the “Two Sessions” should be fully implemented and that the requirements made at the executive meeting of the State Council for implementing key tasks laid down in the government work report should be met. It was also emphasized that we should reinforce the sense of responsibility and consciousness and work actively and bravely to ensure the tasks are completed.

As Premier Li Keqiang emphasized at the executive meeting of the State Council that even a small action is more important than a thousand words, all departments should carry out their own duties and complete the priorities proposed in this year’s government work report both in terms of quality and quantity within time limits. The Ministry of Agriculture and Rural Affairs undertakes the important mission and responsibility of implementing the rural revitalization strategy and work concerning agriculture, rural area and rural residents. Key tasks put forward in the government work report, which concern our central leaders, the general public and our farmers, must be accomplished since they are solemn promises made by the new government. Each department or bureau should pay close attention, improve political stance, fulfill its commitment, and ensure the implementation of tasks.

The meeting underscored that competent departments should make implementation plans, divide labor for each task, and clarify schedules, goals, methods and responsible persons. Leaders from related departments and bureaus should take overall responsibilities, consolidate workers’ individual responsibilities, ensure tasks and responsibilities are taken and firmly implemented. During the special period of institutional restructuring, related departments should maintain political integrity and have the big picture in mind. All the departments should fulfill their original duties before the restructuring and quickly and coordinately hand over their duties after the restucturing to ensure that work is not interrupted or delayed.

The meeting also required that related departments and bureaus work immediately to push ahead with their work and ensure instant efficiency. Major tasks should be included into items for performance evaluation, and supervision should be reinforced. All the vice ministers should strengthen guidance and supervision to promote the completion of tasks. Meanwhile, related departments should advance the publicity of what has been done, and consciously accept oversight by the public.
