Vice Minister Qu Dongyu attends 11th WTO Ministerial Conference

The 11th World Trade Organization (WTO) Ministerial Conference (MC11) was held in Buenos Aires, Argentina on 10-13 December, 2017. Vice Minister Qu Dongyu, on behalf of the Chinese side, attended and addressed a number of MC11 events, including the ministerial negotiations on agriculture and fisheries, the G33 plenary session of ministerial meeting and the ministerial meeting on micro, small and medium size enterprises (MSMEs). 


Vice Minister Qu stated that China, as always, holds a positive attitude toward the Doha Round of talks and hoped that the MC11 could achieve outcomes representing the Doha Round mandate. Regarding the concerns of G33 about the public stockholding for food security purposes (PSH) and special safeguard mechanism, Vice Minister Qu stressed that the two are important tools to solve the problems of food security, farmers' livelihood security and rural development in developing members, thus the developing members should remain united to safeguard their common interests.


A commitment on fisheries subsidies was reached at the MC11, calling for pushing forward negotiations to secure a comprehensive agreement ahead of the Ministerial Conference in 2019, fulfilling the current notification obligations under the WTO Agreement on Subsidies and Countervailing Measures and increasing transparency in fisheries subsidies.


On the sidelines of the MC11, Vice Minister Qu also attended a series of coordinator’s meetings on agriculture and fisheries and participated in a small group agricultural negotiation involving China, the US, the EU, Brazil, India, Australia and Argentina. He elaborated China's positions on several core issues including domestic agricultural support, PSH, cotton and fisheries subsidies, among others.
