My name is Jignesh Mistry and I work for Integration Point, Inc. I am writing to see if you can assist me in finding out the information for China.

I am looking for national regulation for requirements of importing seed varieties in China, which specifically includes following: (1) Pest Risk Analysis requirement, (2) Phytosanitary Certificate requirement, (3) Registration for importing seed varieties, (4) Treated Seed regulations, (5) Labeling and Packing requirement, (6) Quality Assurance requirement for seed, and (7) Additional Declaration relating to import of seed, if any. Welcome. There are a series of national laws and regulations concerning the import of seed varieties in China including:

Seed Law of the People’s Republic of China

Regulations on Administration of Agricultural Genetically Modified Organism (GMO) Safety

Interim Measures for Administration of Import & Export of Crop Seeds/Seedlings (promulgated by Decree No. 14 of the Ministry of Agriculture (MOA) in 1997)

Quarantine Law of the People’s Republic of China on the Entry and Exit Animals and Plants

Regulation on Plant Quarantine (promulgated by the State Council on January 3,1983, revised in 1992 under the No.98 order of State Council)

Rules of Implementation of Regulation on Plant Quarantine (Agricultural Part) (No.5 Order of the Ministry of Agriculture, 1995)

Measures of Administration on Quarantine for Imported Breeds (1993 Agriculture No.18) Circular of Further Intensifying Administration on Quarantine for Imported Breeds ([1999] Agriculture No.7)

For your information, the import of seeds and seedlings to China is not only regulated by Ministry of Agriculture, but also regulated by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ). You may also consult AQSIQ for more information.

Thank you!
