IV. Key Areas

Based on local natural resource conditions, socioeconomic conditions and agricultural development, according to the principle that features differentiated guidance, emphasizes priorities and promotes gradual progress, and focusing on the strategic agricultural deployment of “7  areas and 23 belts”, we will concentrate on the development of three types of areas including those prioritized for development, to be accomplished in advance and to be developed steadily, so as to accelerate the development of modern agriculture across the country.
  

1. Areas prioritized for development

 

These type of areas covers the major components of the “7  areas and 23 belts” located in Northeast Plain, Huanghuaihai Plain, Yangtze River basin, Fenwei Plain, Hetao irrigated area, South China, Gansu and Xinjiang. These are core production areas for grain, and main production areas for cotton, oil, sugar, livestock, poultry, aquatic products, vegetable, fruit and silkworm cocoons in China due to their flat terrains, favorable water and soil combination, mature production technologies and sound agricultural conditions. They are the major suppliers of farm produce in China. Accelerating modern agricultural development in these areas is vital for the nationwide agricultural modernization process and national food security.
  

——Core areas of grain production. These mainly refer to the 800 major grain producing counties (cities, districts and state farms) in 24 provinces (autonomous regions and municipalities) identified in the National Plan for Increasing Grain Production Capacity by Fifty Million Tons of (2009-2020). During the 12th Five-Year Plan period, these areas will continue to play the fundamental role in safeguarding food security and the initiative of relevant stakeholders in grain production shall be mobilized. With the focus on competitive production belts of wheat, corn, rice and soybean, efforts will be made to steadily increase grain production, strengthen development of farmland irrigation and drainage systems and high-standard farmlands, upgrade agro-machinery equipment and application, promote high-yield campaign and technical service, disseminate critical technologies for disaster reduction/prevention and yield boosting, and accelerate breeding and application of improved varieties in a bid to substantially enhance comprehensive grain production capacity and modernized production. The development of grain intensive processing, storage and logistics will be promoted by improving relevant infrastructure. Leading enterprises will be encouraged to cluster in competitive producing areas and local processing and conversion of grain will be promoted so that comprehensive benefits from grain production could be increased.
  

——Areas with comparative advantage in producing other major agricultural products. Such areas refer to those with comparative advantage in producing the 12 kinds of agricultural products identified in the National Plan on Distribution of Agricultural Areas with Comparative Advantage (2008-2015), namely cotton, rape, sugar cane, natural rubber, apple, citrus, potato, live pigs, dairy cattle, beef cattle, meat sheep and aquatic products for export, and major areas for production of agricultural products such as vegetables and silkworm cocoon. During the 12th Five-Year Plan period, priority will be given to developing competitive industries of all kinds of agricultural products within these areas to promote large-scale crop and animal farming, standardized production, industrialized operation, and brand marketing, reinforce quality and safety supervision, and improve resource efficiency and processing rate. Continuous efforts will be made to ensure sufficient supply of agro-products including cotton, oil, sugar, fruits and vegetables, and strengthen technology and equipment support to remove bottlenecks and constraints to improve level of modernized production. Efforts will also be made to consolidate the important role of supply areas of major animal products including live pigs and milk, intensify the functions of export-oriented aquatic product production bases, and accelerate development of modern animal farming.
  

2. Areas to be accomplished in advance

 

These areas refer to developed areas including Bohai Rim, Yangtze River Delta, Pearl River Delta and Western Taiwan Straits Economic Zone, suburban areas of municipalities and provincial capitals in non-coastal areas, and large state farms. With apparent advantage in terms of transportation, location and human resources, and highly concentrated modern production factors such as capital and technology, these areas witness better development of intensive farming, large-scale agriculture and multi-functional agriculture in the country. To speed up development of modern agriculture in these areas, therefore, will be significant for expediting the process nationwide.
  

——Leading agricultural areas in eastern coastal provinces. These areas mainly refer to developed areas including Bohai Rim, Yangtze River Delta, Pearl River Delta and Western Taiwan Straits Economic Zone. During the 12th Five-Year Plan period, efforts will be made in the following aspects: develop capital-intensive and technology-intensive agriculture; ensure no decrease in arable land area; maintain stable growth of food production; accelerate the development of highly efficient agriculture, premium agriculture, export-oriented agriculture and agri-tourism with focus on horticulture, animal and aquatic products; explore corporation and group development pattern; promote standardized production and intensive operation; improve information technology application, product quality, and brand marketing, and increase technology input and added value of products.
  

——Multi-functional agricultural areas in suburban areas of large cities. These areas mainly refer to suburban areas of municipalities directly under the central government and provincial capitals in non-coastal areas. During the 12th Five-Year Plan period, efforts will be made to promote development of a new round of “vegetable basket” projects, determine appropriate area of land for growing “vegetable basket” products in suburban areas of large cities, facilitate development of highly-efficient horticulture with focus on vegetables, fruits and flowers, animal production and fisheries, and increase the self-sufficiency rate of “vegetable basket” products in large cities. Apart from ensuring sufficient supply of non-staple foods for urban residents, efforts will be made to explore more functions of agriculture associated with ecological conservation, tourism and culture heritage to improve agricultural benefits and increase farmers’ income.
  

——Large-scale state farms. These state farms mainly include farms of Xinjiang Production and Construction Corps, and 19 large state farms such as Heilongjiang State Farm and Guangdong State Farm. During the 12th Five-Year Plan period, efforts will be made to tap advantages of large-scale state farms to boost their development based on mechanization, standardized procedures, brand building and industrialization, speed up development of farmland infrastructure and modern agriculture development, and build the key areas for supply of commodity grains at national level and large-scale production bases of natural rubber, cotton, sugar crops, milk, seeds, and other agricultural commodities. Efforts will also be made to promote modern agriculture development in these state farms to enable them to drive progress in their surrounding areas, and play an important role in implementation of the "go global" strategy in the agriculture sector.
  

3. Areas to be developed steadily

 

These areas mainly refer to grassland eco-economic zones including northern arid and semi-arid grasslands and grasslands on the Qinghai-Tibet Plateau, which cover 13 provinces and autonomous regions including Inner Mongolia, Sichuan, Tibet, Gansu, To accelerate development of modern agricultural in these areas will play an irreplaceable strategic role in ensuring national ecological safety. During the 12th Five-Year Plan Period, under the basic guideline of integrating production and ecological conservation and giving priority to the latter, efforts will be made to strengthen ecological conservation and improvement in grasslands, advance the projects on restoring grazing land to grassland and on settlement of nomads, enhance development of irrigation and drainage systems in pastoral areas with a focus on water-saving irrigation, and establish mechanisms for increase of carbon sequestration of grassland and ecological compensation. Efforts will also be made to transform development pattern of animal production, optimize production layout and livestock structure, upgrade scientific farming and operation, better integrate cropping and grazing, promote the balance between grassland and animals, and develop eco-friendly animal production.
