III. Key Tasks

Efforts should be made starting from the key links in accelerating the transformation of the mode of agricultural development with priority given to the following eight areas that bear on the overall situation of modern agricultural development and with far-reaching implications.

1.    Improve modern agriculture industrial system

Develop production of grain, cotton, oil and sugar in a steady manner. Efforts should be made to stabilize grain cultivation area, optimize variety mix, improve yield and quality and promote productivity to ensure national food security. We should implement the program of increasing grain production by 50 billion kg and build core grain producing regions and major graining producing counties in the non-major producing areas into production bases of commodity grain with high and stable output. Proactive and steady efforts should be made to switch single to double cropping in southern rice producing areas, expand the acreage of japonica rice cultivation in favorable regions in the northeast and promote the indica-to-japonica switch in areas along the Yangtze River and Huai River that are suitable for japonica rice cultivation. Efforts should be made to stabilize wheat acreage and develop high-quality and special varieties. We should stabilize and increase corn cultivation area, recover and stabilize soybean cultivation areas and focus on yield increase. We should actively develop and breed high-quality, special and high-yield potato varieties and strengthen supply of de-virus seed potato. Efforts should be made to strengthen quality cotton production bases, stabilize and develop production of oil and sugar crops, stabilize self-sufficiency of edible vegetable oils by relying on a mix of oil-bearing crops, basically meet domestic demand for cotton consumption and realize basic self-sufficiency of sugar crops.

Promote theVegetable Basket” Project. We should strengthen the building of competitive production areas of vegetables, fruits, meat, egg, dairy and aquatic products etc., scale up production bases of horticultural products in suburban areas of large and medium-sized cities and build production bases in Hainan province for fruits and vegetables production in winter and other key production bases in southern China to supply northern market. Efforts should be made to promote production of apple, citrus and other competitive horticultural products, stabilize pig and egg production, accelerate meat poultry and dairy cattle production, stabilize and increase the capacity of aquaculture, support and strengthen distance fishing.

Develop agro-processing and distribution vigorously. We should strengthen the construction of processing bases in competitive production areas of major agricultural products and guide agro-processing industry to concentrate in areas with competitiveness in crop production and animal farming. Efforts should be made in the following aspects: upgrade agro-processing, extend primary processing technology and equipment such as post-harvest storage and fresh-keeping; develop intensive processing, better organize production and distribution, develop a batch of large scale processing and distribution companies with production value at above 10 billion yuan; Strengthen distribution infrastructure and guide the dissemination of production and marketing information, upgrade agricultural wholesale market, support the development of modern wholesale markets of fresh and live farm produce in competitive areas of production, develop cold chain system for the delivery of live and fresh farm produce; Development new mode of distribution, promote contract farming and direct farm purchase program, implement “green channel” policy for fresh and live farm produce, to lower distribution cost. Regulate and improve agricultural futures market

2.    Strengthen the supporting role of S&T and talents in agriculture

Improve independent innovation capacity in agricultural science and technology. Recognizing the fundamental status and public nature of agriculture, we should increase basic researches in cutting-edge agricultural science and technology for public interests, improve integration of related technologies, and address major technological issues with great influence on the overall development of modern agriculture. We will speed up introduction, assimilation and re-innovation of agricultural science and technology, and strengthen international cooperation in this sector. We will improve conditions for agricultural scientific research, adjust and optimize the allocation of research resources, promote the establishment of research centers and key laboratories, improve the innovation system and technical system, and launch projects to improve innovation capacities. We will build a number of strategic alliances and national agricultural parks for technological innovation. We will improve the assessment system of agricultural science and technology to stimulate the vitality of innovation in this aspect.

Make more efforts to develop modern seed industry. We will integrate seed industry resources, breed premium and breakthrough species with independent intellectual property rights and great potential for application, build standardized, large-scale, intensive and mechanized bases to multiply and produce improved species, and support the development of modern seed corporations that are strong breeders and technical-service providers equipped with advanced technologies and sound marketing networks. Depending on production bases, we will establish a modern seed industry with enterprises as main players, engaging universities and research institutes, and integrating breeding, multiplication and extension, in order to enhance competitiveness, ensure sufficient seed supply, strengthen market surveillance and increase the capacity of innovation in seed-related science and technology. We should well implement key projects on the breeding of new genetically modified species, in a bid to speed up the development of emerging strategic industries of biological breeding.

Accelerate the application of new species and agricultural technologies. We will quickly extend the use of new species of high-quality super rice, wheat for specific end-uses, high-oleic soybean, high-density-tolerant maize, canola, hybrid cotton, high-yield & high-sugar sugar cane, and integrate and apply expertise for production increase and disaster reduction, such as spraying foliage fertilizers and preventing diseases, pests, premature senescence and dry-hot wind in wheat production, rice greenhouses and industrialized nursery of rice seedlings, plastic film mulch over maize fields, soil-less cotton seedlings and mechanized transplantation, detoxification of sugar cane seedlings, mechanized deep tillage, drip irrigation under the film mulch, integration of irrigation and fertilization, fertilization based on soil analysis, increase of soil fertility through intensive farming, comprehensive professional prevention and control of plant diseases and pests, multi-purpose utilization of straws, and quick diagnoses and testing etc. We should promote joint breeding and accelerate genetic improvement of livestock, poultry and aquatic animals. We will innovate agricultural technology extension mechanisms and launch large-scale campaign to increase agricultural production. All these efforts should cover the counties (farms) and villages, where conditions permit, as well as competitive producing areas and important species. We will promote the application of modern information technologies in agricultural production and rural areas, such as precision agriculture, intelligent control, remote diagnosis, remote-sensing monitoring, early warning systems for disasters, geographical information system services and Internet of Things.

Expand the group of talents involved in works related to agriculture and rural areas. With the implementation of modern agricultural talents support projects, we will train leading talents in agricultural scientific research, technology extension, practical application, rural production, operation and services. We will increase our efforts to train rural workers, based on the requirements of agricultural production and rural management as well as the employment needs of agriculture-related enterprises. We will promote the development of agricultural vocational education to foster skillful talents and train farmers to take a lead in crop production, animal farming, the use of farming machines, and agricultural science and technology. We will encourage university graduates and other talented people to engage in the development of modern agriculture, and migrant workers to bring expertise and funds back home to start their own business.

3.    Improve agricultural infrastructure and equipment

Scale up efforts in development of high-standard farmland. Specific measures are as follows: in accordance with the guideline of overall planning and coordination based on division of responsibilities, expand financing channels to enhance investment in medium-and-low yield farmland improvement and high-standard farmland development to ensure good harvests regardless of droughts or water logging; upgrade irrigation and drainage pump stations in the medium-sized and big irrigation regions, develop another batch of irrigation regions and build micro-irrigation and drainage facilities to enlarge the acreage under effective irrigation; boost field construction effort to enable an increment in grain production of 50 billion kg by consolidating farmland, building roads for farm machines, improving shelter belts, and extending technologies, such as formula fertilization based on soil testing, to enrich soil nutrients and fertility; and improve maintenance policies and mechanisms for longer working life of those facilities of high-standard farmland to guarantee steady and sustained rise in overall productivity.

Improve conditions for animal farming. Specific measures are as follows: speed up the effort to develop a great number of environmentally friendly modern farms that are well equipped with state-of-art facilities and technologies; quicken the steps to implement the improved animal and poultry breeds project to support standard-based development or upgrading of large-scale farms (communities); increase investment in building fences, sheds, water conservancy facilities and water-efficient forage production bases to facilitate livestock production in grassland areas in Inner Mongolia, Qinghai, Gansu, Xinjiang, Tibet and Northwest Sichuan; in terms of aquaculture, better the stocks and improved species promotion system, upgrade ponds, and develop healthy aquaculture demonstration farms; and enhance law enforcement capacity for fishing harbor and fisheries administration.

Accelerate agricultural mechanization. Specific measures are as follows: put into effect the rules and regulations related to farm machinery purchase subsidy, promote R&D and use of machines that are urgently needed, safe, reliable, energy saving, advanced and applicable, and improve the structure of agro-machinery; press for mechanization in rice planting and harvesting and corn harvesting, put emphasis on making breakthroughs on mechanized harvesting of cotton, rape, and sugarcane; devote more effort to developing efficient plant protection machines, and advance mechanization in animal farming, horticulture and primary processing, as well as agricultural aviation; push forward the program on conservation farming and develop protected agriculture; and support agro-industries, and improve production of large farming tools and machines as well as inputs such as pesticides, fertilizers and plastic films.

Boost capacity in disaster preparedness and reduction. Specific measures are as follows: set up the disaster preparedness and relief mechanism comprising monitoring, early warning, emergency response, disaster prevention, and post-disaster recovery; construct water projects of reasonable standard and scale to raise flood and drought resistance capacity; promote R&D and application of technologies to adapt to and mitigate climate change, and efficiently use climate resources, develop meteorological disaster early-warning, forecast and information release system, and construct weather modification bases and projects related to artificial rainfall as well as drought and hail resistance in priority areas; and build up the capacities to stockpile and transport relief supplies, such as seeds, forages and feeds, and introduce effective production technologies and measures to combat natural disasters and emergencies.

4.    Enhance capacity in ensuring agro-product quality and safety

Promote standard-based production. Specific measures are as follows: develop pesticide and veterinary drug residue standards to improve the farming standard system, and focus on horticulture, animal and fishery products to enforce unified standards, procedures and technical norms; develop a group of standard horticulture parks, animal or poultry farming demonstration farms and healthy aquaculture demonstration farms, and enhance efforts to promote agricultural standardization demonstration counties (farms) at the national level; and intensify efforts in development of safe agro-products, green food, organic agro-products and GI agro-products.

Intensify agro-product quality and safety control. Specific measures are as follows: improve the inputs and agro-food quality and safety control system at the national, provincial, prefectural and county level; improve the regulations on inputs registration, production, distribution, use and market supervision and the control systems over quality and safety risk assessment, product release from the place of origin, market access, traceability, market withdrawal and destruction, and improve the testing and inspection system; put into place mechanisms to enable coordination, inspection, crackdown, joint control and emergency response; practice hierarchical management over agro-product safety at the place of origin; and urge producers, processors and distributors to establish their credibility rules.

5.    Upgrade agricultural industrialization and large-scale operation

Facilitate leapfrog development of industrialized agricultural operation. Specific measures are as follows: formulate comprehensive policies to support leading enterprises in agricultural industrialization, and launch the campaign on leapfrog development of industrialized agricultural operation; select some leading enterprises featuring high-level operation, considerable economic benefits and strong catalytic impact according to the principle of supporting outstanding, large-scale and competitive enterprises; establish some agricultural industrialization demonstration bases relying on various agricultural parks, such as those for agro-product processing and logistics, to advance development of leading enterprise clusters; guide the leading enterprises in their attempts to set up large corporate groups through merger, reorganization, joint stock, acquisition and other approaches, support trans-regional operations of the leading enterprises, and improve research and development of products, technical capacity for intensive processing and equipment conditions; and encourage the leading enterprises to establish close interest-based partnership with farmers in various ways, such as shareholding and collaboration.

Enhance the catalytic role of specialized farmers' cooperatives. Specific measures are as follows: promote development of demonstration cooperatives, strengthen standardized management, facilitate standardized production, and advocate brand building; intensify the training for cooperative managerial personnel and the capacity building for cooperative advisors; assist specialized farmers’ cooperatives to participate in agro-products exhibitions and trade fairs and directly negotiate with wholesale markets, large-scale supermarket chains, schools, hotels and large companies to establish stable production and marketing relations; encourage specialized farmers’ cooperatives to conduct credit cooperation and set up joint cooperatives on a voluntary basis to improve the capacity for operation and market expansion; and support cooperatives in their efforts to develop facilities for storage, cold storage, primary processing and other purposes.

Develop appropriate large-scale operations in diversified forms. Specific measures are as follows: improve the market for transfer of the contracted land operation right with enhanced services in accordance with relevant laws and regulations and on a voluntary and compensatory basis, and develop large-scale and specialized production and operation in multiple forms; encourage concentration of the contracted land operation right toward farmers/entities good at production and operation to nurture large-scale production and operation of farmers or household farms/pastures; promote standardized management and help specialized farmers’ cooperatives and leading enterprises in agricultural industrialization to set up large-scale production bases; and implement the program of “One Village, One Product” to bring prosperity to villages and farmers.

6.    Promote development of agricultural services

Build up the capacity in public services for agriculture. Specific measures are as follows: accelerate the reform and development of grassroots agricultural technology extension systems and improve the public agricultural technology extension service systems in various ways, such as bettering the work conditions, ensuring the financial resources, and innovating in operational mechanisms; intensify the capacity for monitoring and early warning, and prevention and control of agricultural pests, and strive to set up centralized specialized prevention and control systems in all major grain producing areas, areas heavily affected by pests and diseases and the source areas; and strengthen the animal disease prevention system, improve the national animal disease prevention and control network and emergency response mechanisms, and enhance the capacity for law enforcement to effectively control major animal diseases and reduce the impact of zoonoses.

Promote development of social services for agriculture. Specific measures are as follows: assist development of various social service providers, including specialized companies, specialized technical associations, farmers’ brokers, leading enterprises, and improve their capacity in specialized services, such as mechanical operations, technical training, distribution of agricultural inputs, and product marketing; and reinforce management of the market for social agricultural services and regulate service practices to protect legal rights and interests of service providers and farmers.

7.    Strengthen conservation of agricultural resources and ecosystems

Increase efforts in conservation of agricultural resources. Specific measures are as follows: continue to implement the most stringent farmland protection system, intensify the programs on farmland quality, and strive to ensure a total farmland area of 1.818 billion mu (121.2 million ha.) and basic farmland of no less than 1.56 billion mu (104 million ha); promote scientific conservation and appropriate utilization of water resources and development of water-efficient farming, and continue to develop national-level dryland farming demonstration areas; adhere to the basic grassland conservation system, apply diversified grazing systems, including grazing prohibition, closed grazing and rotation grazing, and implement major projects on grassland conservation; strengthen the conservation of aquatic resources, scale up efforts in stock enhancement and intensify rehabilitation and improvement of aquatic ecosystems; and reinforce conservation of animal genetic resources and wild agricultural plant resources.

Strengthen conservation of agricultural ecosystems. Encourage the use of bio-pesticides, effective, low-toxin and low-residue pesticides, as well as organic fertilizers, recycle agricultural film and pesticide packaging materials, and promote treatment and utilization of animal manure of large-scale farms to control non-point source pollution; speed up development of an integrated and multi-layered industry using straws and stalks to produce fertilizer, feed, industrial raw materials and biomass fuel as part of a long-term mechanism to replace burning straw with comprehensive utilization; and push forward rural biogas projects and the clean countryside program to clean up water sources, farmland and local environment.

Propel energy saving and emission reduction in the agriculture sector. Specific measures are as follows: promote resource-saving and environment-friendly agriculture pursuant to the concept of green and low-carbon development, widely disseminate technologies saving land, water, seeds, fertilizer, pesticides and energy, and those conducive to circular agriculture, phase out and abandon high energy-consuming agro-machineries and upgrade outdated fishing vessels, and develop a pattern of circular agriculture that covers resources, products, wastes and reclaimed resources to enhance agricultural sustainability.

8.    Establish national demonstration areas of modern agriculture

Intensify efforts in development of demonstration areas. Specific measures are as follows: establish around 300 high-level national demonstration areas of modern agriculture in line with high standards; give priority to the production of agricultural products such as grain, cotton, oil, sugar, livestock, poultry, aquatic products and vegetables, as well as some local specialty farm produce, increase investment in these demonstration areas, nurture predominant industries, explore innovative operational mechanisms, improve equipment and facilities, cultivate modern farmers, disseminate improved varieties and good practices, and integrate agro-machinery with production technologies, and promote specialized, standardized, large-scale and intensive production and operation to set models for development of modern agriculture.

Enable demonstration areas to play a leading role. Specific measures are follows: seek development patterns consistent with local characteristics and favorable for development of modern agriculture; give an impetus to growth of modern agriculture in neighboring regions through the driving effects of industries, technology dissemination and personnel training; and advocate the good practices and experience of established demonstration areas to set up more at various levels with distinct features, increase the impact of such areas, and enable all of them to learn from each other, complement one another, and prosper through competition and collaboration.
