Announcement No. 119 of the Ministry of Agriculture and Rural Affairs

In order to further improve the prevention and control of African swine fever (ASF), reduce the risk of disease spreading during pig slaughtering and circulation of live pig products, and earnestly ensure the sound development of the industry, and in accordance with the Law of the People’s Republic of China on Animal Epidemic Prevention, the Regulation on Handling Major Animal Epidemic Emergencies, the Management Regulations on Slaughtering Live Pigs, and other laws, regulations and relevant rules, ASF tests shall be carried out comprehensively in terms of pig slaughtering and circulation of live pig products during prevention and control of the disease. Relevant matters are hereby announced as follows:

 

1. The pig slaughterhouses (plants) shall, in accordance with relevant regulations, strictly carry out the investigation, detection and epidemic reporting of ASF, and take proactive measures to undergo supervision and inspection.

 

2. The pig slaughterhouses (plants) shall strictly examine the live pigs beforehand and may not purchase or slaughter pigs under following circumstances:

 

(1) There is no valid animal quarantine certificate;

(2) The ear tag is incomplete or the quarantine certificate is inconsistent with the information of the ear tag;

(3) The live pigs are transported in violation of the relevant regulations;

(4) Other illegal practice or violations.

 

3. The pig slaughterhouses (plants) should strictly follow the regulations and implement the system of examination and quarantine inspection and of clinical inspections on pigs to be or being slaughtered. In the case of suspected ASF in the bars of animals to be slaughtered, the slaughtering of animals in the same bars shall be immediately suspended; in the case of suspected ASF in the slaughter line, the slaughtering should be suspended immediately. And the blood or tissue sample, like the spleen, lymph nodes and kidneys, of the sick (dead) pigs shall be collected for testing in accordance with regulations. If the result is negative, the slaughtering of other pigs in the same batch may be continued.

  

4. The pig slaughterhouses (plants) under the supervision of on-site officer from official veterinary organization, shall slaughter live pigs in different batches according to their source. After the slaughtering of each batch of pigs, the temporarily stored blood shall be sampled and tested for ASF. The live pig products of the same batch may be sold if the result of the PCR test kit or immunological test strip is negative. In the case of negative PCR test result, the relevant pig products are permitted be sold in or outside the province in accordance with regulations; in the case of negative immunological test result, the products may only be sold within the province.

 

5. In accordance with the provisions of Article 3 and Article 4 of this announcement, if the test result is positive, the slaughterhouses (plants) should report the result to the local animal husbandry and veterinary department without delay, and promptly send the positive sample to the provincial institution of animal disease prevention and control for confirmative testing. If the sample is confirmed to be positive, the slaughterhouses (plants) should, in accordance with regulations and under the supervision of local animal husbandry and veterinary department, kill all pigs in the same bars, dispose pork, pig blood, and byproducts of the same batch in a bio-safe way, and implement thorough cleaning and disinfection of the workshops and related sites. After 48 hours, the slaughterhouses may apply for assessment made by the local animal husbandry and veterinary department and may resume production if they pass the assessment. 

 

6. The result of testing for ASF in the slaughterhouses (plants) shall be signed by the on-site official veterinarians. An animal quarantine certificate is issued for live pig products that have a negative test result and are quarantined properly. The certificate should give such information as the testing methods, date and result. If the certificate is for cross-provincial animal transfer (product A), the PCR test result must be negative. Quarantine certificate cannot be issued for animals that have not been tested or the test result is positive. The slaughterhouses (plants) should actively cooperate with the on-site official veterinarians and may not refuse, obstruct or interfere with the official veterinary supervision and verification.

 

7. All local animal husbandry and veterinary departments shall clarify requirements on sample collection and test for live pig slaughterhouses (plants), strengthen training, guidance, supervision and inspection, and standardize efforts made in sample collection, testing and recording. The sampling inspection and verification system of marketed live pig products and products temporarily stored in the slaughterhouses shall be established in light of the local reality in order to ensure the authenticity and representativeness of the samples collected and of the test results in the slaughterhouses (plants). In the risk assessment and retrospective investigation, if the laboratory of veterinary institutions above the provincial level detects positive ASF in live pig products, such products shall be disposed on site and relevant slaughterhouses (plants) shall actively investigate the flow of products in the same batch and of epidemiologically-related risk products, dispose such products in accordance with regulations, suspend slaughtering, implement cleaning and disinfection according to the provision of Article 5 in this announcement and resume production in accordance with regulations. If a live pig product is marketed with fake testing results and tested as non-latent phase by the laboratory of veterinary institutions above the provincial level, the relevant slaughterhouses (plants) may only resume production in accordance with the provision of Article 5 in this announcement after one latent phase (15 days).

 

8. If a positive case of ASF is detected in a live pig slaughterhouse (plant), the local competent animal husbandry and veterinary department shall organize the tracking of positive result for live pigs and products. The source of pig farms (households) shall be notified to the relevant and competent animal husbandry and veterinary department in order to carry out joint tracking.

 

9. Detection of ASF shall be carried out with the testing methods approved by the Ministry of Agriculture and Rural Affairs or requested by the China Animal Disease Control Center.

 

10. This announcement shall be implemented as of February 1, 2019.
