Joint Announcement No. 35 of Year 2018 of the General Administration of Customs and the Ministry of Agriculture and Rural Affairs

On April 23, the Ministry of Agriculture of Hungary reported to OIE urgently that a case of African swine fever in wild boar was found in Heves, Hungary on April 20. In order to protect the safety of animal husbandry in China and prevent the introduction of the epidemic, as well as in accordance with "the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine” and other relevant laws and regulations, the followings are hereby announced:

 

I. It is forbidden to import pigs, wild boars and related products directly or indirectly from Hungary (products made of pigs or wild boars that have not been processed or processed products that may still spread the disease). It is required to stop issuing the License for Quarantine of Entry Animals and Plants for pigs, wild boars and related products imported from Hungary and suspend licenses that have been issued.

 

II. From the date of issuance of the announcement, pigs, wild boars and related products from Hungary will be returned or destroyed.

 

III. It is forbidden to mail or bring with pigs, wild boars and related products from Hungary, all of which will be returned or destroyed once found.

 

IV. Pigs, wild boars and related products from Hungary found on international navigation ships, airplanes and trains that pass through or stay in China shall be sealed. The waste, swill, etc., shall be treated harmlessly under the supervision of the Customs and abandonment without approval is prohibited.

 

V. The illegally imported pigs, wild boars and related products from Hungary that were intercepted by frontier defense departments shall be destroyed under the supervision of the Customs.

 

VI. Anyone who violates the above provisions shall be penalized by the Customs in accordance with relevant provisions of the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations.

 

VII. In accordance of relevant provisions of the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and the Animal Epidemic Prevention Law of the People's Republic of China, customs, animal epidemic prevention and control institutions and animal health supervision agencies at all levels shall cooperate closely in quarantine, epidemic prevention and supervision.

 

The announcement will enter into force on the day of its issuance.
