Contents for Examinations:
1. Whether the breeds to be imported are from epidemic-stricken countries or
regions.
2. Whether the same breeds imported before have been quarantined and whether any diseases been occurred after importation.
3. Whether the disease monitoring and prevention measures have been put in place.
4. The extend of risk brought by the hazardous organisms carried by the imported breeds and their spread as well as the impact of these hazardous organisms.
Legal Basis:
1. Quarantine Law of the People’s Republic of China on the Entry and Exit Animals and Plants
2. Regulation on Plant Quarantine (promulgated by the State Council on January 3,1983, revised in 1992 under the No.98 order of State Council)
3. Rules of Implementation of Regulation on Plant Quarantine (Agricultural Part) (No.5 Order of the Ministry of Agriculture, 1995)
4. Measures of Administration on Quarantine for Imported Breeds (1993 Agriculture No.18)
5. Circular of Further Intensifying Administration on Quarantine for Imported Breeds ([1999] Agriculture No.7)
Requirements:
1. Application for imported breeds quarantine should be submitted by importers
30 days prior to signing the trade contracts or agreements
2. Scope of Acceptance:
(1) Applications submitted by the public institutions located in Beijing under the State Council and the central government departments, army units in Beijing and foreign institutions in Beijing will be accepted.
(2) The application, whose amount of imported breeds exceeds the limits of the approval of provincial plant quarantine authority, submitted by the public institutions either of any province, autonomous regions and municipalities or under the central government outside of Beijing will be accepted.
3. Documents Needed:
(1) Application for Imported Plant seedlings’ Quarantine
(2) Registration Form of Import and/or Export of Crop Seeds approved by the Ministry of Agriculture.
(3) Separate planting or concentrated planting of imported breeds for quarantine purpose
(4) Statement of pests or diseases from the places where the imported breeds originated shall be submitted if the breeds are to be imported for the first time or have not been imported for the previous three years in a row.
(5) Report on the Post-entry Disease Sitution of the Reproductive Material of the Imported Plants signed byprovincial plant quarantine authority in the place where the plant will grow shall be submitted.
Procedure:
1. Documentation Acceptance Process: The Office of the Administration, Ministry of Agriculture accepts and carries out the preliminary review of Application for Imported Seedlings’ Quarantine and relevant documents.
2. Review: Division of Plant Quarantine of the National Service Center of Promoting Agricultural Technologies reviews the documentation. An expert panel will be formed in order to review the documentation if necessary.
3. Approval Document: Division of Plant Quarantine of the National Service Center of Promoting Agricultural Technologies proposes the comments based on the review result. The approval document will be issued after the review and approval of the division chief in charge.
Timeline: 15 working days (the review will be conducted within 2 months if an expert panel is needed). 
Charge:
Pest and disease monitoring fee will be charged according to local official standards of the region where the plant will be grown. In the absence of such standards, fees will be charged according to standards for similar varieties contained in The Schedule of Domestic Plant Quarantine Charges.

1. Amount limit for free of charge refers to the small amount of breeds for the purpose of teaching and scientific research, excluding small package of breeds for commercial purpose.

2.The amount of breeds to be inspected is 100 kg or below, 100 plants or below, 1 mu or below is subject to the minimum charge. If the value of the breeds above mentioned is less than that of 3 times of the minimum charge, the charge is subject to the percentage of charge in the total import value.

3. The amount of breeds to be inspected higher than the amount limit for free of charge is charged according to the percentage of charge in the total import value.
