Agricultural Management Institute of Ministry of Agriculture

Agricultural Management Institute of Ministry of Agriculture (hereafter referred as “the Institute”) is a public service institution of department level directly under the administration of Ministry of Agriculture. It also serves as the Party School and Agricultural Management Training Center for the CPC Committee of the Ministry of Agriculture.

The predecessor of the Institute is the State-Owned Farm Management School founded by General Wang Zheng in February 1956. In March 1985, the School was evolved as the State Farm Management Institute, recruiting students for higher education from state farms all over the country. The Party School of the CPC Committee of the Ministry of Agriculture was established in December 1981, while the predecessor of the Training Center was the Central Agricultural Management Institute, which was founded in November 1983. The main responsibility of the Institute is to undertake the training programs for cadres and party members of the Ministry of Agriculture, for high-rank officials that are in charge of agricultural affairs at prefecture and county levels, and for high-level technicians, management staff, rural technical staff, vocational education and specialized farmers’ cooperatives, as well as for agricultural officials and management staff involving international affairs.

Located in Huilongguan of Chaoyang district in Beijing, the Institute covers an area of 109 mu, with over 60 thousand square meters of buildings. The Institute is composed of 17 departments, namely the General Office (the Office of the CPC Committee), Division of Personnel, Division of Teaching and Research Planning, Division of Finance, Division of Infrastructure and Assets, Department for Party School Affairs, Training Department for Civil Servant Party Members, Training Department for State Farms Cadres, Training Department for Industry Development (Vocational Education Center), Training Department for Accounting and Economics, Training Department for International Affairs, Agricultural Legal Service Center, Specialized Farmers’ Cooperative Development Center, Modern Agriculture Research Center, Information and Publications Center, Reception Center, and Division of Logistics. . The Institute is dominated by training departments, and supported by executive administration, supportive services and logistic services. With the assistance from the 16 subsidiary institutions in local provinces, a training network for agricultural cadres is established across the country. The Institute boasts of over 300 teachers fully qualified for modern training, scientific research, teaching and consulting. Those teachers might also be the officials from the central ministries, such as the Ministry of Agriculture and the National Development and Reform Commission, professors from universities like the Party School of the Central Committee of CPC, China National School of Administration and China Agricultural University, as well as experts and scholars from research institutes, such as the Chinese Academy of Sciences and the Chinese Academy of Agricultural Sciences. Among the 135 staff members, there are 29 with senior titles, and 49 with doctor’ and post-graduate’s degrees.

  

Under the guidance of “Three Represents” and the scientific outlook on development, following the guidelines of depending on administrative resources, highlighting priorities, exploring market, aiming at practical effects and evolving distinct characteristics, the Institute organizes the training programs with students as the core of all activities, the demand as the orientation, capacity building as the objectives, serving the work of agriculture, farmer and rural areas as the basis, the resolution of problems as the focus, and the relevancy as the key. The training programs closely surrounds on how to build modern agriculture and new countryside in various manners of class-teaching, seminar and internship in order to improve the pertinence and relevance of the programs on the purpose of uplifting ideological qualification, professional knowledge and working capability of the agricultural cadres. As the scale of training programmes and the recruitment had been expanding, the enrollment exceeded 10,000 for the first time in 2005. In 2012, 15,000 students were trained, while the quality of the training programs was steadily improved, highly appreciated by the students, sending units and departments in charge.

The Institute is certified by the State Economic and Trade Commission as the Training Agency for Business Administration, designated and awarded by the Government Offices Administration of the State Council as the Excellent Further Education Institution for Accounting, and identified by the All-China Federation of Industry & Commerce as the Training Base for Agricultural Chambers. It is also the designated hotel for departments of central government and NPC. The CPC Committee of the Institute was awarded as the Advanced Grass-root Party Organization of the Ministry of Agriculture. The Institute also gained the title of Civilized Agency of the Ministry of Agriculture as well as of the Central Government, and 2002-2010 Advanced Institute of Security Work by the Leading Group of Integrated Rectification of Social Security of the Central Government. The Reception Center of the Institute is awarded the title of “Civilized Youth Team” of the Ministry of Agriculture and of the central government.

In the future, bearing in mind the Institute Motto of “Advocating moral integrity and working competence to serve the work of agriculture, farmer and rural areas”, we will conscientiously implement the “Three Persistence” required by Minister Sun in order to make the training undertaking more effectively and efficiently. We will aim at building the Institute into a high-level talent base for new professional agricultural expertise and management personnel. Besides, the Institute would also be a capacity-building platform for agricultural high-rank officials, and a window for international cooperation on agricultural training. The Institute is to be oriented towards a diversified development in training, research, teaching, and consulting so as to be the first-class agricultural training agency in China.

Those teachers might also be the officials from the central ministries, such as the Ministry of Agriculture and the National Development and Reform Commission, professors from universities like the Party School of the Central Committee of CPC, China National School of Administration and China Agricultural University, as well as experts and scholars from research institutes, such as the Chinese Academy of Sciences and
the Chinese Academy of Agricultural Sciences. Among the 120 staff members, there are 35 with senior titles, and 28 with doctor’ and post-graduate’s degrees.
