Main Functions


1. To organize and draw up the development strategies, policies and measures, programs and plans for agricultural S&T, education, ecology and environment and rural renewable energy, draft related laws, regulations and provisions and organize their implementation; to undertake the work related to the implementation of agricultural development through science and education, and sustainable development strategies.


2. To guide the agricultural scientific research and training of farmers, as well as the protection of rural ecology and environment and rural renewable energy; to be responsible for the formulation and implementation of the programs and plans for infrastructure construction and big funding projects in respect to the agricultural scientific research, education, and energy and environment.


3. To be responsible for the selection, implementation, supervision and administration of major scientific research projects.


4. To be responsible for the selection, implementation, supervision and management of major S&T extension projects and the importation of major technologies as well as projects of science and technology industrialization.


5. To administer and supervise the safety of agricultural genetically modified organism; to study and put forward related policy suggestions on the development of agricultural biotechnology.


6. To organize the verification, appraisal and review of major achievements of agricultural S&T; to be responsible for the administration and supervision of new varieties protection of agricultural plants; to be responsible for the agricultural intellectual property rights and the protection of related S&T secrets.


7. To organize and coordinate the combination of agricultural science and education and guide the agricultural education; to be responsible for the technical training for farmers, training for rural labor shift, agricultural continuing education and vocational education.


8. To be responsible for the protection of agricultural wild plants; to undertake the protection, administration, coordination and supervision of agricultural ecology, environment and biological diversity; lead the management of exotic species.


9. To organize and guide the comprehensive exploitation and utilization of rural renewable energies and major technology pilot and demonstration; to organize the experiment pilot and demonstration of ecological agriculture.


10. To undertake the external exchanges and cooperation on agricultural S&T education, resource and environment and renewable energy, and the implementation of related treaties.


11. To administer centrally the agricultural scientific research and expenses for science undertakings.


12. To administer centrally the operations of related institutions and guide the operations of related social groups and organizations.


13. To undertake other assignments designated by the leaders of the Ministry.
