Main Functions

 

1. To research into and put forward policy suggestions on the stabilization and improvement of the two-tier management system that integrates unified with separate management on the basis of household contract management and organize their implementation after approval.

 

2. To study and draft laws, regulations, provisions and related policies on rural land contract and agricultural contract and supervise their implementation; to guide the mediation and arbitration of major land contract disputes; to study on and put forward policy suggestions on the transfer of management rights of contracted rural lands.

 

3. To research and draft laws, regulations, provisions and related policies on rural cooperative organizations and industrial management of agriculture and organize their implementation; to guide the building of economic organizations of rural collectives, guide the establishment and improvement of various related regulations and rules and ensure democratic administration and various services.

 

4. To study and draft related regulations and policies on socialized service system for agriculture, work out development programs and supervise their implementation; to coordinate and guide the building of socialized services for agriculture.

 

5. To research and draft laws, regulations, provisions and related policies on the alleviation of farmers’ burdens and supervise their implementation; to participate in the review and verification of documents, projects and standards concerning formers’ burdens by the CPC Central Committee and the state departments; to facilitate related departments in investigations and punishment on serious cases or events concerning farmers’ burdens.

 

6. To study and draft laws, regulations and related policies on the management of rural collective-owned assets and organize their implementation; to guide the verification of definitions, registrations and ownership alteration of rural collective-owned assets; to guide the verification of rural collective-owned assets and capital, and the liquidation of collective credits and debts; to guide the audit of township (town) and village collective economic organizations, and financial accounting of rural collective economic organizations; to supervise the assess of rural collective assets and property rights transactions.

 

7. To guide the industrialized operations of agriculture; to guide the building of farmers’ economic organization of specialized cooperation; to organize monitoring of the revenues and expenditures of rural economy, income and burdens of farmers.

 

8. To compile programs and special fund plans for the development of rural business management undertakings, and organize their implementation, supervision and administration.

 

9. To undertake work related to rural social management.

 

10. To be responsible for the centralized management of the operations of relate institutions, to guide the operations of related social groups and organizations.

 

11. To complete other tasks assigned by the leaders of the Ministry.
