 Main Functions

 

1. To be responsible for the study, planning, macro-guidance and comprehensive coordination of policies on agriculture and rural talents; to lead the building of talents forces applicable for rural areas; to coordinate and organize the agricultural departments in conducting modern remote education for rural party members, CPC.

 

2. To administer the personnel and labor affairs of departments of the Ministry and affiliated institutions; to formulate related policies and regulations on the administration of personnel and labor affairs of the Ministry and affiliated institutions and the reform of cadre and personnel system, and organize and supervise their implementation.

 

3. To study on and work out programs for the building of leadership and talents forces of organs of the Ministry and affiliated institutions; to formulate related policies and regulations, and organize and supervise their implementation.

 

4. To undertake the building of leadership of organs of the Ministry and affiliated institutions, study on and work out programs for the education and training of cadres and organize their implementation; to be responsible for the forces building of civil servants of organs of the Ministry and leading cadres of affiliated institutions in respect of observation, appointment and dismissal, reallocation, welfare treatment.

 

5. To study on and work out restructuring reform plans for organs of the Ministry and affiliated institutions, and organize their implementation; to be responsible for the establishments, function allocation, staffing of the organs of the Ministry and affiliated institutions; to administer the social organizations under the administration of the Ministry; to participate in the study on the issues of management system reform of agricultural administration.

 

6. To be responsible for the talents exchange and administration of the organs of the Ministry and affiliated institutions; to study on and draw up related policies on the selection and recommendation of the various specialists, and appraisal and engagement methods for professional and technical positions of affiliated institutions of the Ministry and organize their implementation.

 

7. To administer the labor payrolls, insurance and welfare work of the Ministry and affiliated institutions; to study on and put forward suggestions of policies and standards on labor wages in the agricultural sector; to administer comprehensively the development of occupational skills in the Ministry institutions and the agricultural sectors.

 

8. To coordinate, guide and urge the work safety of the institutions affiliated to the Ministry and agricultural sectors.

 

9. To administer the personnel files of the Ministry civil servants and the leading group members of the affiliated institutions and guide the personnel file management of the Ministry.

 

10. To be responsible for the review, examination and approval of overseas visits by personnel of the Ministry and affiliated institutions, and guide their administration; to undertake the personnel selection and dispatching for overseas resident institutions and international organizations, and the importation of foreign intellectuality.

 

11. To organize and guide the personnel and labor statistics of organs of the Ministry, affiliated institutions and agricultural sectors.

 

12. To be responsible for the centralized management of operations of related institutions.

 

13. To complete other tasks assigned by the leaders of the Ministry.
